In the Viz translation he is renamed to Captain Teneil to avoid legal conflict with his namesake, Captain & Tennille.

SpoilerHe is an imposter. The real Captain Tennille was killed before the boat even left.

His real name is never revealed, but we know that he is an assassin hired by Dio, and that his stand is Dark Blue Moon.
