The main antagonist. He is the man who killed Teito's 'Father' and seeks the Eye of Mikhail. His relationship with the 07-Ghosts is unknown, but it is later revealed that his soul is Verloren's soul. Verloren is the original owner of the scythe that is currently in Zehel (Frau)'s possession. It is also revealed in the manga that the Seven Ghosts are made from Verloren's fragments.

He has a cold and merciless side, and will not hesitate to kill someone if his mission requires. The sometimes crazy antics of his subordinates annoy him to no end. He is very dedicated to his country. Some people think that he is cruel because he holds Mikage in for questioning after Teito's escape and he gives Mikage the choice between telling him where Teito went and bringing Teito back, or he would kill his family.
