Mr. Hiramaru is the creator of the manga Otter #11. He is a different kind of genius compared to Eiji because he is talented even though he just started to write manga more of a spur of the moment. He doesn't follow the magazine itself. In truth, he was hoping to relax a bit more by writing manga than working in his previous job but since now he is working even harder, he wishes to quit...hence, his editor is always tricking him to keep on working.
